Bertram (Chip) Bruce is a Professor Emeritus in Library & Information Science at the University of Illinois at Urbana-Champaign. He also had appointments in Curriculum & Instruction, Bioengineering, the Center for Writing Studies, and the Center for East Asian & Pacific Studies. During 2007-08, he held a Fulbright Distinguished Chair at the National College of Ireland in Dublin. He has been a member of the faculty at the University of Illinois at Urbana-Champaign since 1990. Before moving to Illinois, he taught Computer Science at Rutgers (1971-74) and was a Principal Scientist at Bolt Beranek and Newman (1974-90).

Professor Bruce's background in computer science reflects a continuing interest in the promise, as well as the perils, that information and communication technologies offer for understanding, representing, and transforming our lived experiences. That interest has led to explorations of a variety of questions regarding the nature of knowledge, democratic participation, community, technology, and literacy.

This work is discussed in books, including most recently, Libr@ries: Changing information space and practice (2006, with Cushla Kapitzke) and Literacy in the information age: Inquiries into meaning making with new technologies (2003), various articles, and presentations. It is enacted through projects of the Community Informatics Initiative (which he and Ann Bishop co-founded), and in the development of computer systems to support collaboration and community action, such as Quill, the Inquiry Page, and Community Inquiry Labs (iLabs).

Professor Bruce's research goals include contributing to a conception of democratic education, meaning both the development of critical, socially-engaged citizens and of learning environments (formal and informal learning centers, home and work, and online), which are themselves democratic. Aspects of this work include research on community inquiry through collaborative community-based work, inquiry-based learning, drawing especially upon scholarship of the American pragmatists and the history of Progressive Education, and technology-enhanced learning, including research on the affordances and constraints of new media for learning.

Inquiry-based learning. This research has contributed to the development of theory for inquiry-based learning. It draws from John Dewey's theory of inquiry and the broader pragmatist tradition, including the work of Jane Addams, William James, Ella Flagg Young, and others, and on studies situated in community action. This is represented in books (see below), and in papers such as "The disappearance of technology: Toward an ecological model of literacy," "Credibility of the web: Why we need dialectical reading," "Literacy technologies: What stance should we take?," "How media ecologies can address diverse student needs," and other publications.

Community inquiry. An important and growing area of work concerns the theory and practice of community inquiry. Much of this is through the Community Informatics Initiative and the development of collaborative tools such as iLabs. It also includes work with the Distributed Knowledge Research Collaborative, studying new forms of writing and other collaborative practices in scientific research. It also includes studies of intentional learning communities, such as Biology Student Workbench (a computational environment that facilitates bioinformatics research, teaching, and learning), Plants, Pathogens, & People, Physics Outreach, and SEARCH.

Technology-enhanced learning. Another important focus has been studies of new literacy practices. It is represented in books including Network-based classrooms: Promises and realities  (Bruce, Peyton, & Batson, 1993) and Electronic Quills: A situated evaluation of using computers for writing in classrooms (Bruce & Rubin, 1993). It also includes building environments to support learning. These include the Inquiry Page, which is a website, a set of communities, and a research project on inquiry; Biology Student Workbench, an interactive resource to support investigations in molecular biology and evolution; Chickscope, a project in which students engage with a community of inquiry as they use remote instrumentation to study chicken embryology; Quill, tools and environments to support literacy learning; Statistics Workshop, an interactive system for learning statistical reasoning; and Discoveries, a series of CD-ROM-based multimedia environments for supporting students' inquiries in science and social studies.

Teaching. Professor Bruce teaches in masters and doctoral programs in Library and Information Science, in Writing Studies, and in the Information Technology Studies undergraduate minor. Recent courses include Social Informatics, Inquiry-Based Learning, Pragmatic Technology, Distributed Knowledge, and Literacy in the Information Age. Presentations include lectures, interactive sessions, and workshops on inquiry learning and new technologies for teachers, librarians, museum educators, community groups, university faculty, researchers, corporate and government groups. These have been in Australia, China, Russia, Haiti, and throughout Europe and North America.

Awards. Professor Bruce was the GSLIS 2009-2010 Centennial Scholar. In 2007-08 he held a Fulbright Distinguished Chair at the National College of Ireland in Dublin, has served twice as a Fulbright Senior Specialist (Sweden and Finland), and was selected for the Fulbright Inter-Country Lecture Program (Cypress). He has been invited to present numerous keynote addresses at conferences in the US and internationally. He is a University of Illinois Distinguished Teacher/Scholar, and received the 2006 Pratt-Severn Faculty Innovation Award from the Association for Library and Information Science Education. He has been awarded both the College of Education Senior Scholar Award and the Faculty Fellows Award, the Council of Graduate Students in Education Faculty Award for Excellence in Graduate Teaching, Advising, and Research, and a National Center for Supercomputing Applications Faculty Fellows Award. He is a Freeman Foundation Fellow and a Fellow of the National Conference on Research in Language and Literacy. He has appeared nearly every semester on the University's "List of Teachers Ranked as Excellent by Their Students."Professor Bruce serves on the editorial boards of 11 major journals, and does ad hoc reviews for many others. He also does frequent reviews of proposals or manuscripts for publishers, regular conference program reviews, reviews for research funding agencies, and has edited for Open Directory.

During 1997-2002, I edited the Technology Department in the International Reading Association's Journal of Adolescent and Adult Literacy (JAAL). The columns were intended to promote dialogue about new communication and information technologies and to explore what these media mean for literacy and literacy educators. Each had several distinct sections, including an "email" message from me, an "issue of the month," often written by a guest author, descriptions of selected websites, and a glossary. In addition to the print version, each column appeared in the Electronic Classroom section of Reading Online.

The columns have now been collected into a book, Literacy in the Information Age: Inquiries into Meaning Making with New Technologies (2003, Newark, DE: International Reading Association).

A community-based cognitive intervention in which adults aged 60 and over participate in a program of problem solving and brain teasers. Our Odyssey-Troy program was developed in concert with an existing program, Odyssey of the Mind (OOTM). Teams meet weekly over a 16-wk period to develop, test, and revise their solutions for a particular long-term problem, and to practice working as a group on spontaneous problems which require "thinking on your feet." To demonstrate their solutions, teams compete at a tournament at the end of the season. In the Odyssey-Ithaca program, participants take home weekly packets of puzzles and brainteasers, with prizes for successful completion.

Analyze social behavior on the whole-genome scale, using Apis mellifera, the Western honey bee, as the model organism. The BeeSpace environment enables users to navigate a uniform space of diverse databases and literature sources for hypothesis development and testing. The system uses statistical literature analyses to discover functional relationships between genes and behavior. The environment for functional analysis is being tested in an international community of laboratories studying honey bees and related organisms. Digital Literacy: New approaches to participation and inquiry learning to foster literacy skills among primary school children

The challenge of improving literacy skills in the primary school sector particularly for those in disadvantaged areas is seen as an Irish education priority.  However, in order to meet this challenge and to contribute to future policy and practice we need to enhance our definition of literacy, to call it digital literacy, and validate it through research in Irish primary school contexts. We call this new definition 'digital literacy'.(1) Draw on emerging theory to develop a framework for conceptualising digital literacy in the context of Irish primary education.  Models such as the Inquiry Cycle (Bruce & Bishop, 2002) offer a framework whereby educators can engage students in new literacy practices. (2) Investigate structured digital media practices in classroom contexts in four primary schools in the Digital Hub area. Three questions will be addressed: (a) the nature of student engagement and participation, (b) the adequacy of the newly developed framework (c) the degree to which such activities foster traditional literacy skills. 4. Supervision of Student Research

I typically serve on 25-30 doctoral committees in Library & Information Science, Education, Writing Studies, and other programs, and is currently Adviser or Research Director for ten of these. He  has served on committees for more than 70 completed dissertations, including serving as Research Director on 20 of those. He has also served as international examiner for dissertations from several other countries. Through research grants he directly supervises seven graduate students and co-supervises six others. His advising list, http://chipbruce.wordpress.com/teaching/advising/ includes current Ph.D. students, as well as those who have completed their doctoral study, with their dissertation titles and current positions. The list also includes students who have completed the Certificate of Advanced Study or Master's (with Thesis).

Professor Bruce serves on the editorial boards of 11 major journals, and does ad hoc reviews for many others. He also does frequent reviews of proposals or manuscripts for publishers, regular conference program reviews, reviews for research funding agencies, and has edited for Open Directory.
